Travis County Emergency Services District No. 1 (TCESD 1) would like residents to know about the tax-related proposition on the November 8, 2022 ballot.


Proposition A reads:


“Approving the ad valorem tax rate of $0.10 per $100 valuation in Travis County Emergency Services District No. 1 for the current year, a rate that is $0.0267 higher per $100 valuation than the voter-approved tax rate of Travis County Emergency Services District No. 1, for the purpose of maintaining fire protection and rescue services. Last year, the ad valorem tax rate in Travis County Emergency Services District No. 1 was $0.10 per $100 valuation.”



A vote “for” Proposition A would sustain the current ad valorem tax rate of $0.10 per $100 valuation, preventing the rollback to a lower tax rate due to the increase in property values throughout Texas and subsequent increased impact to property owners’ total taxes. Last year, the ad valorem tax rate in TCESD 1 was $0.10/$100 valuation, the state cap for ad valorem, and was instrumental in funding the short- and long-term goals of TCESD 1.

A vote “against” Proposition A would prevent TCESD 1 from keeping the current ad valorem tax rate of $0.10/$100 valuation previously approved by voters and sustaining the current level of fire protection and rescue services. The ad valorem tax rate would decrease by $0.0267/$100 valuation to $.0733/$100 valuation in compliance with the Texas Property Tax Reform and Transparency Act of 2019.



Operations at TCESD 1 are funded through a combination of ad valorem property taxes and sales and use tax revenue. The ad valorem property tax amount for all ESDs is limited by the Texas Constitution at a rate of $0.10 per $100 of assessed property value; the local sales and use tax rate of TCESD 1 is 1% of the maximum 8.25% state sales tax. The combination of these two revenues funds the strategic plan and overall District goals for TCESD 1. TCESD 1 is a career fire department that covers 178 sq. miles of Travis County from the Cedar Park City Limits on the east, to the Burnet County Line on the west and the Williamson County Line on the north. The southern boundary is Lake Travis where we are responsible for over 40 miles of shoreline around the lake. There are seven fully staffed fire stations strategically placed throughout the district. These stations are staffed by full time paid Firefighter/EMT's and Firefighter/Paramedics that work a rotating schedule of 48 hours on duty and 96 hours off duty.
